The purpose of the Senior Citizens Affairs Commission is to make recommendations to and advise the City Council with respect to all matters pertinent to senior citizens in the City of Vista. The powers and duties are set forth in Chapter 2.56 of the Vista Municipal Code.
The Commission’s charge is to: a) identify, study and analyze the problems and needs pertaining to senior citizens and devise methods of focusing the attention of the community in solving them; b) inventory community resources for dealing with such needs and problems; c) determine which agencies, organizations and institutions are most capable of dealing with specific needs and problems and to recommend development and implementation of effective programs; d) periodically review the effectiveness of programs and, when necessary, recommend modification and redirection and use of alternative or additional resources; provide a forum before which senior citizens may bring their specific problems; e) study and make recommendations to the City Council on any other problems and needs of senior citizens which the City Council or the Commission may deem appropriate.
There are seven members on the Commission who serve two-year terms; at least three members shall be senior citizens. Community Services Program Manager Donna Meester is the Staff Liaison.
Qualifications for membership:
- Resident of the City of Vista
- 18 years of age
- At least three members of the Commission must be 55 years of age or older.

Meetings are held on the fourth Wednesday of every other month at 1:30 p.m. in the Conference Room at the Gloria E. McClellan Senior Center, 1400 Vale Terrace Drive.
